I am less than pleased with the 10/22T's trigger when I shoot it side by side with my CZ452. As I understand it, the 10/22T already has a better hammer than the basic 10/22. My question is, will replacing the 10/22T's factory hammer with a PC/VQ hammer make a difference?

Absolutely!
Ruger's claim that the 1022T has a better pull due to hammer/sear is true but hardly noticeable.
If you want a crisp 2.5 lb pull go with the Power Custom
The VQ will cost more, won't be as crisp, but will most likely come in at 2.0-2.50 lbs.
