where to obtain spring tempered steel depends on how much you want, how much you are willing to pay and what type of "project" you have in mind. A few details might help you get a better answer.

Go to an auto wreckers and get the springs from an old truck. Kukri smiths in Nepal seem to prefer the ones from Mercedes trucks.

Agree with CWL - almost any auto repair place should have what you need for very cheap. Junk yard, body shop..

Try to get leaf springs from a Volvo, Saab, Mercedes, or older (pre-60's) US junker.
