is the PA-63, or guns that are in the same type (p-64 as a example) a good gun as a B.U.G or as a more "pocket carry/small gun" if I don't want to carry a snubnose?

I own both of those weapons. Of the two, the P64 is the more concealable, while the PA-63 is more comfortable to shoot (though not that much more comfortable). The P64 is thinner over-all and has a slightly shorter slide, the PA-63 has a fatter grip and longer slide. The PA-63 holds one more round as well (7+1) vs. the P64 which only holds 6+1. Neither of the two is truly "pocket carry", but the P64 is probably closer to what you are looking for.
I'd personally go with the P64.

They are cheap enough, buy both and keep the one you don't like in the glove box.

The caliber is right between .380 and 9mm. I think it's closer to the former in ballistics, but still more powerful than .380. Lots of people carry .380s, if it feels good for you than use it.
Another to look in is the CZ vz. 82 in the same caliber. It holds 12+1. If you'd prefer a more "American" caliber, there is also the CZ-83, but that is not C&R. If you're worried about the worst, it depends on if you think you might have enough 9x18mm on hand, it's not nearly as common as 9x19mm.

Proinsias, I already own a BHP, so if something REALLY bad happens, I have a gun in the most common round outside of .22lr
I am buying a PA-63 from a THR member on the 1st of september,
and I am also offically not buying any more guns till January 1 :o :)

A J-frame is better for pocket carry IMO.

I have pocket-carried a PA-63. It's light enough, but a bit longish for that role. It was originally designed for OWB carry in a flapped holster, like its conceptual godfather, the Walther PP.
The PA-63 is accurate and functions fine if I keep it clean. It's my car gun. I prefer the all-steel FEG BR-61 for pocket carry. It should fit in all PPK-sized pocket holsters. I use a Don Hume.
I also carry a J-frame on occasion. Nothing says you can't have both. The Airweight is lighter, but not as compact as the BR-61.
