I'm from Sacramento originally. As far as I know you have to be 21 to take possession of a handgun. CCW permits are may-issue at best in CA. The counties bordering OR, NV and AZ generally are more shall-issue in practice. CCW in CA isn't nearly as common as in most other states.

i have a friend whos dad owns a gunstore here in stockton and he said he had a concealed carry permit and he was not 21 i was just wondering how he did it but i thought that you could own a handgun if under 21 as long as it was a iner familiar transfer like father to son or what not.

In Kalifornia you have to be 21 to own a handgun. You may be in possession of one that is owned by someone else when you are 18. Not sure about the CCW permit.

I live 20 minutes from Ca, but only cross the border when I have to for work. I know I become a criminal the instant I cross the state line.

Yes, it is easier to get a CCW permit in other states, but it still will not be good or honored in the USSR of C...They do not honor any other states CCW permit...
