For everyone who has a CHL in Oklahoma, how long did was the wait between sending in all the paperwork and actually getting the license?

Mine was about 60 days.

60 days sounds about right (it's been 20 years since I first applied and received my first license). I agree with Ironsights - if you think it's been too long, call them up (gov't bureaucracy and all that)

By law the Sheriff has 14 days to process the application and the OSBI has 90 days to process it or deny it after they receive it from the Sheriff. Mine took about 90 days from turning it in to the Sheriff Dept. Read you SDA pamplet as it has all the info you need.
TITLE 21 § 1290.12. Procedure for application
8. Upon verification of the identity of the applicant, the sheriff shall
take two complete sets of fingerprints of the applicant. Both sets
of fingerprints shall be submitted by the sheriff with the completed
application, certificate of training or an exemption certificate,
photographs and processing fee to the Oklahoma State Bureau of
Investigation within fourteen (14) days of taking the fingerprints.
