Need advice for a friend in NY

I have a friend who is attending college in Binghampton, NY and unfortunately has attracted the attentions of a certified psychopath. The guy attends school with her and has threatened violence once already.
Now from what I understand the campus authorities are involved but cannot do anything until he actually attacks her. From what I can tell Pepper Spray IS allowed on her campus as long as she is not a felon but the problem is where can she purchase it ?
Any information on where she could purchase some kind of self defense spray and suggestions on what she should get would be greatly appreciated.

What about the Binghampton PD ? Try a outdoors supply store like Gander Mountain, Cabelas , Bass Pro or military surplus. I would look for someting with more kick than pepper spray.

Don't the outdoors places usually only have bear spray (which is weaker than OC intended for use on humans)?

from what I can tell only Gun Stores and Pharmacies can sell OC in NY. I suppose I'll call a few today and see what all we can find.

A good 4 or 5 D cell maglite can be carried relatively inconspicuously at night and makes a great impact weapon. They only cost about 20 bucks.

I'd suggest she go there and purchase one of the "Kimber Guardian Angel Pepper Blaster Self Defense Gel Projection Device"
Or she could just order one from Midway or somewhere else. Might be better to get it with the paperwork though.
Also, a little more info on the situation might be useful for generating insight. I would also suggest she contact other law enforcement agencies besides just campus police.

I carry, and my mom carries, Spitfire keychain spray and Kimber Pepper Blaster. Spitfire is quickly accessible and refillable, which also makes it great for use on lesser threats like dogs.

Binghamton University is actually in Vestal, NY, not Binghamton, so the Town of Vestal PD and the SUNY University Police can help your friend with any questions of legality.
For pepper spray, try Dick's sporting goods a few miles from campus, down the Vestal Parkway (rt. 434) in the Town Square plaza. I'm not sure if they have it, but it's probably the closest gun shop.

Freedom Lover: I think RogersPrecision was just making a joke. He meant that a 4 or 5 cell maglite is going to be pretty large and heavy, which would not in his opinion be particularly inconspicuous by definition. At least that's what I think he meant ..:)

If a 4-5 D maglite was inconspicuous in the hands/clothing of a particular woman, I feel it would abrogate her potential need to carry any form of defense anyway :)

Maybe inconspicuous is the wrong word. People will definately see it, but at night nobody would think twice. The campus security probably would'nt care. She could keep it in her backpack or shoulder bag during the day.
It's not like anyone would immediatly see a flashlight as a weapon. Even if they did they could'nt confiscate a mere flashlight, unless I am underestimating the hoplophobia of said security personnel.

Get a restraining order.
Get the campus PD to escort.
Carry the Kimber Peper Blast.
