I have a family member who is considering moving to Pennsylvania. How is that state as far as being "gun friendly", CCW, etc.? Thanks for the info.

Pennsylvania is a shall issue state handled by county sheriff's office with the exception of the city of Philadelphia which is handled by the police department. An application form is required. Whether you need to apply in person is dependent upon the county. There are some other differences as some counties require a passport like photograph for processing.

The Sheriff of Centre Co. PA., Denny Nau, will issue Via mail to Residents and Non residents. Instructions and an application that you can download are available from the Site below.

I moved here this past summer. Overall, it's a pretty gun-friendly state. Lots of rural areas, lots of hunters. Only thing I don't like is law on private sales on handguns. They must go thru an FFL.
