Assembly Passes Bill Requiring New Handgun Devices
Device Makes Guns Impossible To Fire

LOS ANGELES -- Attempting to reduce accidental handgun shootings in California, the state Assembly has passed a bill requiring new safety designs in semiautomatic handguns sold in the state after 2006 and 2007.

The bill requires gun manufacturers to add indicators that show if there is a bullet in the chamber, or make it impossible to fire if the ammunition magazine is not inserted in the gun.

The measure would require manufacturers to add one of the options by Jan. 1, 2006, and both options a year later. Without the new designs, semiautomatic handguns would be ineligible for sale in California, one of the country's largest gun markets. :cuss:

"We believe this measure will change the way guns are manufactured nationwide," said Eric Gorovitz, policy director of the Washington, D.C.-based Coalition to Stop Gun Violence, which sponsored the bill.

Like gun bills in previous years, the legislation passed Thursday provoked a stormy debate between the Assembly's urban and coastal gun control advocates and other members from small towns and rural areas who maintained that gun owners are overly regulated.

Backers called it the nation's first bill to require both design changes and cited studies that the devices could prevent 24 percent of accidental shootings. It was carried by Sen. Jack Scott, D-Altadena, who lost a son to an accidental shooting

But Assembly opponents, largely Republicans, disagreed, saying it will make guns more dangerous as owners rely on devices that can fail. "It's really simple why we're doing this. We're doing this because the (Democratic) majority doesn't like guns," said Assemblyman Ray Haynes, R-Murrieta.

The Assembly, voting 41-33, sent the bill back to the Senate for agreement to minor changes made in the bill. It must also be signed by Gov. Gray Davis to become law.

The bill, which does not apply to handguns used by police officers, required two votes before it passed.

A legislative analysis of the bills says 11 percent of semiautomatic handguns sold nationally have chamber load indicators while 14 percent have devices that make it impossible to fire when the magazine is removed.

"If you can add relatively cheap safety devices to guns to prevent accidental shootings, why wouldn't we want to do that?" asked Assemblyman Darrell Steinberg, D-Sacramento. "Where is the burden on the legitimate gun owner?"

But opponents called it needless meddling in the lives of legal gun owners, and criticized legislators such as Steinberg, who acknowledged under questioning that he doesn't own a gun.

"Here you've got a guy who has never owned a gun and he wants to tell us what to do," said Assemblyman Dennis Mountjoy, R-Monrovia.

The remark prompted a Democratic lawmaker's quip later in the debate about conservatives who don't have uteruses voting on women's' issues.

"Where I grew up as a child it was a little different," said Assemblyman Ken Maddox, R-Garden Grove. "We were taught to treat every gun as a loaded gun. My family has owned dozens of firearms and never had a problem because every gun was a loaded gun."

Thats pretty much it.

The good thing is that CA has already limited the damage this bill can do.

Most makers only have a limited line of what is available in CA right now. Some 800 odd guns last time I looked.

This will eliminate 1911s (from the CA market) almost for sure which are probably 10% of that list.

However, lots and lots of other guns are not avilable in CA and are still sold elsewhere. If CA could affect the rest of the US, they would only make CA approved guns...

I know the weather and surf is great, but California has been taken over by the looney left. Firearms scare sheeple, and sheeple don't have even a rudimentary understanding of how firearms work or even basic safety rules. What the sheeple don't realize is that if you follow basic firearms safety, and I mean basic, folks; a loaded chamber indicator isn't necessary, and can even be dangerous, if bad habits are developed while relying on a man-made safety device.

I have a dream....I dream of a day when the roaring surf of the California coastline, the beautiful redwood forests, and the green fertile fields of the valley will suddenly be appreciated, not just for their natural beauty, but for the spirit that used to be the rugged individualism of the American West. That spirit is gone, and will never return.

Easy, they just interpret the clause in that police officers aren't a "class" of citizen. And they wonder why some see it as "Us vs Them".

The thing that cracks me up is this is the very reason the PRK is in the hole it is in now. This bill reads that you cannot sell or manufacturer handguns without those two lovely features. If I recall correctly, many a hangun manufacturer is set up in the PRK for some reason. Kiss them good bye. All they are doing is sending more jobs out of state. This place sucks. I am sticking around to see what is remaining when it all colapses. If my internet still works, I will post and tell you if most of the liberals died in the colapse and if it is safe to come back in.

Sven- below is the reply I received from Assemblyman Ray Haynes (R- District 66) in response to my last email blitz:

I opposed SB 489 and voted against it, but it passed off the Assembly floor
on 9-04-03 on a 44-34 basically party-line vote. The Senate concurred in
amendments on Tuesday night, and it was enrolled and sent to the Governor.
I would urge you to let the Governor know you oppose this bill, it is our
last hope (albeit a slim one) of stopping this bill.


I've mailed and called the Gov. office this morning. Come on people, I know it looks bad but we can't just roll over on this one.
