You are talking about the DPMS AP-308?

Try RGuns.net. I've ordered a LR-308 and AR lowers from them with great service and good prices.

No, I don't know where you can get any, if any is even on the civilian market...

It is restricted to police/military/government sale only by Federal law (the armor-piercing handgun ammo ban of 1986 was extended to cover .223, 7.62x39mm, and .308/7.62x51mm in 1994). .30-06 tungsten-core AP is legal, but .223/5.56, 7.62x39mm, and .308/7.62x51mm are not.

Not exactly, it cannot be manufactured or imported. It can be sold if it's already around.

If I have some and I want to sell it to you it's perfectly legal. It's also legal to own (state laws not withstanding).

There isn't much around, occasionally you will see some for sale, but it's crazy expensive.

There's a gotcha for those with a C&R if you sell some however. If you as a dealer or even a C&R sell any you have to record it in your book.

It shall be unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver--

(5) any firearm or armor-piercing ammunition to any person unless the licensee notes in his records, required to be kept pursuant to section 923 of this chapter, the name, age, and place of residence of such person if the person is an individual, or the identity and principal and local places of business of such person if the person is a corporation or other business entity.
