Is 63.gr IMR 4350 excessive for the 7mm Rem Mag with 150gr Nosler Ballastic tip bullets ?

I would say yes. According to Hodgden's site, 60.8gr of IMR4350 is the maximum load for 150gr bullets.
But, Ammoguide does list a 63gr of IMR4350 load with 150gr bullet on their site. The data was from the older IMR site, so use at your own risk. Hodgden now owns the IMR powder company, so I would heed their recommendations as the formula may have changed. You need to work up a load for your particular rifle based on the newest data.

The Hodgdon Manual shows 60.8 gr of IMR4350 as maximum for the Nosler 150 gr bullet. Your powder weight is excessive in my opinion.
