Butt plate stampings:

JR3 over 1806 on the heel.

J.R.1.5 over 826 on the heel.

The periods that I have used on the second stamp are placed midway up of the numeral or letter.

:what:

JR3 What does this signify? 1806 rack 3 or original serial? I lean to original serial# myself.

J.R.1.5 Again same question. 826 still leaning. lol

Who is responsible for these markings(country)?

My only comment is that "J.R." could stand for Infantry Regiment (at that time there was no separate "J" in German; J was used for both "J" and "I"). Both could be rack numbers from different issues.

The marks are Czech. I have found Czech possession marks on both rifles!
