1) Being still a novice at buying rifles and ammo, which mostly shoot Wolf x39 (Mini/SKS) and surplus Bulgarian (MN 44), what is the most probable, realistic outlook though next spring if Obama gets elected, with the economic problems keeping our Congressional Democrats' attention for a while etc? Maybe no large ammo tax until the US financial system stabilizes.

Ammoman just increased their 1,000 rds. of x39 about $10, which includes shipping, despite the fact that retail fuel prices have steeply dropped.
Maybe Fedex/UPS hedged fuel at the higher prices...

2) Are US distributors (Ammoman, The-Armory, AIM, Widener's etc) still importing steadily from Wolf and Golden Tiger, or are their orders erratic and unpredictable?

cost of ammo for the big dealers , and small, changes from order to order, they must speculate just as much as wall st. It is also a function of how much they can afford to buy right now.
ammunitiontogo.com, Big John and his boys, regularly meet with the producers or importers, and try and get the best deal he can on every buy. Of the more popular rounds, he of course tries to buy several millions of rounds at a time, but then he may also run into the trouble of the other folks supply. Such as, they promised a big order to so and so, they are having trouble with country X's, customs and exporting right now, and so on.
That is why you can see these prices fluctuate almost weekly for some ammo.
and then of course, we have not even talked about the consumer/demand side yet, which will change due to seasonal, gas prices, and dispensible income, and other variables.
