hard to tell from the pic, but it looks like a World War 1 Officers dress sword.
one of those would have been worn with a dress uniform to specal events.

The hilt is Prussian/Imperial German.
The blade is short and has a "karabela"-type swelling above the spine towards the point (a feature typical of Eastern European-influenced cavalry sabers), yet is too short to be used from horseback and appears to be straight. The hilt is nearly identical to my 1889-pattern Prussian officer's sword.
I'm going to guess an officer's sword for an officer of marines or non-horse artillery...
