I have a few boxes of the 9mm frangible ammo made by Winchester awhile back.
Headstamped 04 and +p WCC
I ask as it shoots really well out of my Beretta and would like to find some more at a somewhat reasonable price.
Does anyone know who or where might have some of this still on hand?

you might could find it at www.ammoman.com or get lucky with www.sportsmansguide.com or maybe www.the-armory.com
worse case scenario, pull one of the rounds apart and figure out what they are using and reload that particular load, heck you might could get an even better load out of it if you tweak it a little.

I've not been reloading that long, but there are dozens and dozens of powders out there, and I wouldn't be surprised if some were proprietary. Is there a reliable or safe way to determine the powder used and what the max load is?
I have a lot of sub-par ammo and I'd love to take it apart using an inertial puller and reload it, but the time it would take - one bullet at a time - would be better spent just using them at the range and then cleaning, resizing, and reloading. Are there fast and affordable tools to take apart rounds leaving the bullets in decent shape for re-use?

Pulling the cartridges apart SOUNDS like a good idea but in all practicality NOT a good idea. Most ammo major manufacturers use a non canister powder which are not available to the general public.
Cartridges of the World had a section describing the criteria for mil spec ammo but the powder name is a mystery. Your best bet is to get a few reloading manuals and the equipment to do so and have at it.Who knows you might find a load that your pistol shoots better.
