Can one 'manufacture' an AOW, provided you pay the transfer fee?

Can I manufacture an AOW in my home (i.e. take hacksaw to shotgun), by filling out the requisite papers, and paying the $5? Or must I purchase a 'commercially manufactured' one? Or am I waaay off, and have to go through extensive licensing process for this, regardless of manufacture?

I think it is only$5 if you transfer it from a dealer. It might be $200 if you apply to do it your self.
But I'm not 100% sure on that. People at places like biggerhammer.net would know for sure.
But I am 100% sure to make a shotgun AOW, it has to have never had a buttstock, so something like a Mossberg Cruiser sold only with a pistol grip would be legal to convert, or a shotgun reciever that is "virgin" and was never assembled into a longarm at all.
This is how Serbu does it for thier super shorty AOW they sell.
If you want to cut down an existing shotgun with a stock, you're applying for the $200 SBR category.

You can personally manufacture any title II item via a form 1, other than a machinegun. You are also correct in that the $5 fee is only for AOW transfers on a form 4. They're $200 to manufacture on a form 1 (like everything else).

And HERE (http://www.titleii.com/pdf/NewF1.pdf) is the ATF Form 1 that you need to fill out to do so.

Say what? I got nothing at present, other than a U.S. citizen card. Oh wait, I don't even have that. Well, I have a CCW, but I'm sure that's got nothing to do with it. Thanks.
