Is there a best time of year like maybe after hunting season to get a good deal on a shotgun?

Now is the best time because the price will probably go up after the first of the year. It does every new year.
Remington is offering $30 to $50 rebates on many of their rifles and shotguns right now. The rebate offers will only last until Dec 31 2008.

The best time I have found is when someone else needs the money and is willing to sell a great shotgun for peanuts. I don't prey upon such folks, but have bought a couple and witnessed a great deal of guns bought in that situation. Some guy either needs the money for another firearm he has his eye upon, or some other reason, and it causes him to sell his existing firearm cheaper than he should. It must some type of disease or DNA built-in tendancy!

If buying from an individual right after the season seems to be pretty good, for both shotguns and rifles.
Like Milkmaster said also, someone who needs a few bucks, or is a constant upgrader is good to come across too.
I've seen more volume in the ads for firearms since the economy has gone south, some, at very good prices.

I don't think there is any best time for a new gun except when there is a slight sub model change. For example you would have been able to get a dirt cheap Rem 700 ADL when the SPS first came out.
Used guns pop up like crazy after the season of anything that draws a big crowd like deer or ducks.

The big retailers like Dicks and Gander Mountain have sales going right now because of hunting season. I just bought a new Remington 870 Express for $199 at Dicks. It's on sale, there's also a Remington mail-in rebate, plus Dicks score card gift certificates.

NOW, because once bo gets into office, your ability to buy ANY gun may be in jeopardy
in normal circumstances, after hunting season is usually a good time
