Hmm...

It probably refers to threads which are "stickied" so that they always remain at the top, and don't get pushed down the pages.

A thread that stays stuck to the top of the forum. Its a tool of the forum software.

They're most often used to provide information, announcements and guidance. Or they're used to consolidate really popular topics that are best left in one thread than many, many new ones - like an "introduce yourself" thread or frequently asked questions.
