depends on the SKS. Albainian, Yugoslavian and some others i think are C&R eligible. I'm sure someone has the specifics, but remember not all SKS' are C&R.

Russian, Romanian, Yugo, Albanian are C&R in there origional configuration, China made SKS's are not C&R and are not to have a bayonet attached.

It can also depend on where you live. IIRC, although the Yugo is normally C&R, if you live in CA they have to take off the grenade launcer. Then it is no longer original configuration so they are not C&R.

The Norinco's are Chinese. You can get a beautiful, unissued Yugo now for about $150. They are well made and great shooters. Romanians and Russians are also great guns and can be found on the auction boards for from $150-$300. The Albanians are supposedly a rarer version and can be had for about $200. I have Yugo's, Romanian's, and an Albanian and of the three, the Yugo's are my favorites. Some links to check out are:

I was able to inspect and spend a day firing my buddy's Yugo SKS (He got it unissued and had only about 100 rounds thru it at the time) and I liked it so much I went out and got my own  . If you already know you want an SKS, I don't think you can go wrong with an unissued Yugo. I haven't tried any of the others, so I can't help you there.

Get one of those and shoot it a while. You can collect the whole set later.
