Well normally you can combine it with a HP and drop the whole set into an o.d.t.

A COE allows you to work at a gunstore.
If you have a COE + a C&R FFL you are not restricted to the one-non-PPT-handgun-a-month limit.

California COE is Certificate of Eligibility. See link (http://ag.ca.gov/firearms/dlrfaqs.php#36G) to Department of Justice web site.
