Depends on the distance. I've been out in howling winds, and for shots under 100 yards felt very comfortable. I am not very competent at doping shots past 200 yards in a stiff wind, so I don't take those shots.

I try to use the wind to my advantage. Catch while they are bedded down and can't hear me over the wind or smell me. Now if I am hearing limbs snap and stuff I will leave the forest.

Mid day isn't bad in the wind, morning and evening are, it seems.
If there is a front coming through dropping the pressure it's worth it anytime.
During the rut, hit and miss.
Of course, the more hours in the stand, regardless of weather the more game you see overall

I think the wind helps in hunting. I think it is distracting to the animals as well as to us and it allows good stalks. Just use it to your advantage.

My experience when hunting when windy is that I've seen little to no game.
Now I can't say whether or not they may have caught my scent, or the fact that I may be a less than stellar hunter, but when the wind is blowing hard and frequently, I haven't seen any or very few deer or turkey and usually at a distance that I'm not comfortable taking a shot at. I've always figured that when the weather may potentially affect their senses negatively, they'll lay low during the day and will come out later at night.
Hogs? Not so much. They're bold enough as it is, and I don't think any sort of wind will deter them.
Your experience may be different, but if it's fairly windy, usually I'll wait for better weather or maybe switch up some tactics.

windy conditions lend themselves to ground pounding & stalking instead of being stationary in a stand or blind; just move stealthy, use scent control as usual, and even where a cover scent wafer on your hat to enhance your scent control while mobile
