Is the Charles Daly DV-24 an "AR-15"?

Can someone tell me if the Charles Daly DV-24 Varmint and Match Target rifle is an AR-15 variant? It looks interesting, but different from any other .223 shooter out there. You can see it here at http://www.charlesdalydefense.com/firearms.asp (http://www.charlesdalydefense.com/firearms.asp).

With the longer than average barrel it should get some decent velocity and distance. But the application looks more, dare I say the "sniper" word, than urban. Not that there's anything wrong with that.

Yes, this is a AR. the skeleton stock is nice, and 24" bbls are more used in matches, and in the PD fields. (not police department, prarie dog)

Charles dalys are pretty good too.
