Have some old shotgun flake powder which I have been using to reload 38S&W rds,Its done very well,but I notice as its getting to the bottom of the can,its turning into a fine powder. Should this now be disposed of,or is it still usable.Would appreciate your wisdom Gentlemen. Kestral

Since the granule size is one factor controlling burn rate, I would not care to shoot the fines, being as they have a higher surface area to volume ratio and will therefore burn faster and "hotter."

Why chance it? If it's an old metal can, oxidation can also be a factor in changing the chemical composition. I would use it for fertilizer.
