AR Upper with charging handle on Left side of the receiver

I was browsing some pictures on ar15.com and came across some uppers that had the charging handle located on the left side of the receiver (http://www.ar15.com/forums/topic.html?b=3&f=122&t=245757&page=5 half way down the page). My interest has been spiked. Anyone know who makes these uppers? And what advantages they provide other then the fact that it might be somewhat easier to manipulate than the standard charging handle? Secondly, if I wanted to order a 10" upper and throw it on a pistol AR instead of a rifle AR, how would I go about ordering one so nobody freaks out about a SBR license and such?

It's a 9mm side charger. I believe it is a special order from Spikes Tactical.

No problem ordering one to use for a pistol.
