I have an old PS Olt reed call. its my favorite but you'll have a hard time finding one. I have others too, but I can bite down on the Olt and squeek it like a mouse or open it up and squeal like a dying rabbit. not as loud as most varmint calls.

Mouth calls or Electronic ?
For E-Callers... FoxPro hands down
For mouth calls, it's more up to the user than the maker, Most sound good if used properly.. I prefer custom calls myself.

Electronic calls are illegal in some states. Check local laws.

I built one from the instructions from here http://www.varmintal.com/ahunt.htm#El-Cheapo he even has free sound files to down load. The hardest part was finding the right software to transfer my old cassette calls to mp3.
ace is right about TX you can also hunt non-game animals with a suppressor here.

I was talking either mouth calls or electronic. Thanks for the advice. Yes, you're right about Texas.
