Proofhouse mark indicative of age?

The pistol has German nitro proofs on the cylinder, frame, and barrel; next to the frame nitro proof mark is the number 65 next to the Ulm proof mark. The research I have done on the proof mark indicates it was used until 1968; so could tis be the year of manufacture?

The Walthers I had when going through the James Bond phase were dated like that.
