It's not a .45 so it's not worth a million.

Well, it could have Goebbels teeth marks on the muzzle and his blood all over the outside...
Really though, there are dozens of variants that affect value and you don't give enough information above to even hazard a guess. If the numbers don't match and it's standard barrel length, etc, it's probably one of those recent imports from Russia and worth $400 to $500.
If the numbers do match then you need to provide very specific data like barrel length, serial numbers, makers marks, etc, for one of the Luger collectors here to help you. It could be worth $1000, or tens of thousands of dollars.

I know nothing about it except that it was owned by the father of a guy I work with. He said it is a luger and he want four bills for it? This guy is not really a gun guy so I wonder what it is worth?

Any Luger in reasonable shape is worth $400. Buy it and then come back and give specifics. The worst outcome is that you paid about what it was worth.

Agree with Keith...
On all above counts.

What Keith said.
Also, go check http://www.amazon.com and do a search for Luger.
There are a couple of different books out that detail the history and many of the variants of the Luger. The worth of the pistol can vary greatly depending on what sort it is. For instance a regular run-of-the-mill Luger isn't worth as much as an original Artillery Model.

I watched the Luger episode of "Tales of the Gun" last week. I then went to Gunbroker.com and looked at Lugers.
Prices ranged from a low of about $600 to a high of $12,500. Even old Luger parts are up there in the stratosphere.

Lugers have a BUNCH of serial numbered parts. if all the numbers match, its worth more than if they don't.
In front of the trigger guard you should have a 4 digit serial # with a cursive letter. Thats the serial number. The barrel will have the 4 digit # without the letter. Numerous smaller parts, the take down lever, side plate, toggle, sear, saftey etc will all have the LAST TWO digits of the serial number. Even the magazines were numbered to the pistol. A matching magazine adds value.
Ok on the top forward of the ejection port will be a date, thats the year of MFG. Behind that on the FLAT part of the toggle is another number like 42 or S/42 thats the maufacturer's code. "42" is a Mauser-made pistol. And they are pretty common. Also on the barrel, toggle you should see a little eagle stamp, thats the DWM proof mark.
There are a lot of good web sites with more info, but that's a starter.
