Basically, yes. The FEEB's say no, but Yes is the answer. Besides when the FFl goes out of buisiness they are supposed to send the 4473's to the ATF; who proptly put's them all on a data-base. Where I am, if you have a CCW, you don't have to background check at purchase. But those 4473's will most likely end up in front of a fed someday.:fire:

Yes and no. The particular gun is listed on the yellow sheet (form 4473), but neither the gun's information nor the yellow sheet leave the gun store. However, if the store goes out of business then all the 4473s go to the ATF.
From the ATF website FAQ
(P45) Do FFLs have to keep a copy of ATF Form 4473 if the transaction is denied or for some other reason is not completed?
FFLs must keep a copy of each ATF Form 4473 for which a NICS check has been initiated, regardless of whether the transfer of the firearm was made. If the transfer is not made, the FFL must keep the Form 4473 for 5 years after the date of the NICS inquiry. If the transfer is made, the FFL must keep the Form 4473 for 20 years after the date of the sale or disposition. Forms 4473 with respect to a transfer that did not take place must be separately maintained.

Black,
We need to get together for lunch and talk, even if we can't both get to the range at the same time. Call or write me.

Even though the form 4473 is kept at the store, as long as the store is in business, the ATF may at any time inspect the records on premises.
The 4473 will identify you, the make and/importer, model, serial number, type (pistol, revolver, rifle, shotgun. etc) and caliber or guage.
Registration...yes.

It is really quasi-registration. Yes there is a permanent record that you at one time owned the gun but there is no requirement for a paper trail of how you disposed of it. I don’t like it, buts it isn’t really the same thing as registration.

Remember the shooting spree in Maryland, sure enough FFL's 4473s started getting combed through be the Feds.

Is there a time limit the 4473's can be held?
I read somewhere the FFL has to keep them for 20 years then destroy them.
The 4473 needs to be like the NICS check with a time limit. It is indeed a defacto registration.

I think, But I could be wrong, that it is 6 years. However All the FFL's I have ever met, have been basically coerced into keeping all 4473's indef. The ATF does'nt want these puppy's destroyed, so you play along or loose your FFL.:cuss:
