WRA is Winchester Repeating Arms. The number is usually year of manufacture, 1964 in this case.

Lots of bulk ammo produced on contract (often for foreign governments) do not have the caliber stamped on the case head.

Here is a place to find most headstamps: http://cartridgecollectors.org/headstampcodes_bottom.htm

I think the FYA is actually FyA. The F stands for Rifle and the A stands for Machine Gun. The y is 'and'. The ammunition is authorized for use in either rifle or machine gun.

In the cartridge headstamp list, HP is listed as "Hirtenberger Patronen-, Zündhütchen-und Metallwarenfabrik A.-G., Hirtenberg, Niederdonau, Austria".

1923 is either the manufacturing date or the number of beers consumed by the Spanish infantry that day.

As mentioned above, WRA 64 simply means it was manufactured by Winchester Repeating Arms, in 1964. All U. S. military ammunition is headstamped similarly, with no caliber listed on the case. If it's the same as the .308 brass you have, then it was 7.62x51 NATO (.308 Winchester).

Hope this helps.
