"38 Special CTG" is the caliber. The serial you gave suggests a S&W K frame revolver with adjustable sights made around 1969. If it's a 4" barrel likely a Model 15 Combat Masterpiece. If a 6" then probably a Model 14 Masterpiece.
Both are deluxe target grade guns and strong enough to handle any factory loaded 38 Special ammo.
Define "heavy load." The heaviest I would go in a K frame (and many others would not do this) would be the 38/44 "Heavy Duty" load using a 158 bullet at 1,140 FPS. This is a very stout load and I do not know of any ammo maker offering it at this time.
Here's a Model 15 in nickel with target stocks.
A Model 14 in blue.
