I'm looking to add a second AK variant and the AMD and "Krinkov" SBR look appealing, both are like sub-guns. I'm leaning towards the Krinkov as a SBR and wanted to know if the 7.62x39 round achieves most of it's velocity through the shorter barrel?

I'd bet on it still being over 2000fps from an 8 or 9 inch barrel.

The 7.62x39 round is quite powerful, has very good penetration, and has a very long effective range. Because of this, it is not going to be significantly degraded from a shorter barrel. In some cases, due to the bowing AK barrels experience, a shorter barrel can make them more accurate as well.

Not sure if the 25 fps per inch of barrel rule of thumb works for 7.62x39, but going by that you should still be around 2100-2150 feet per second.

SBR AKS are tremendous fun at the range! If you can't get a Krinkov you still can go SBR.
