loading wadcutters

I'm a relatively new reloader. I've not yet loaded cast bullets (been using plated Ranier .357), and picked up some Speer 148 grain HBWCs for target work, and have a couple of questions:

1. Lubrication? Do they need it? Are they factory-lubed? Doesn't look like it by the naked eye. IOW, am I supposed to do anything to them before loading?

2. I plan on starting with a standard target load of 2.7 grains of bullseye, but is any load adjustment needed because of the hollow base? I'm wondering if some special loading (lighter or heavier) isn't required the get the base to expand properly.

They are prelubed and ready to go. 2.7 Grs of bullseye is a proven target load. It takes very little pressure expand the bullet skirt to seal the throats etc. One of the benefits of the design.
