How much effort and cost to have a gunsmith install fully adjustable target sights on a new 22. anticpate an upper scale model similar to Browing. I
Any recommendation on sights, don't need top end, but a good quality sight for targes and silohettes
Any recommendation on a gunsmith in Ft. worrth texas

I think you would be well off just going with a factory adjustable sight model of the pistol you want.
The factory adjustable sights on the Browning Buck Mark are of excellent quality and fully adjustable. The same can be said for the factory adjustable sights that come on the Ruger target models. You could probably expand that to include the factory adjustable sights on most upper scale models regardless of maker.

In regards to rifle sights;
If you are looking for a receiver mounted aperture/peep sight:Lyman has the MJT Universal Target sight and Williams the Target Foolproof; both of these have knobs for adjustment and use the Williams Foolproof bases.
If the knobs are not a requirement, both Lyman and Williams have screwdriver adjustable aperture sights. The Williams lines are the 5D Economy and Foolproof; you can get knobs for the Foolproof line. There is also a Foolproof sight for grooved receivers. New England Custom Guns also makes a sight for grooved receivers (screwdriver adjustable).

Knowing the exact model of rifle you're talking about purchasing/shooting/having work done to, will be key to getting the most accurate answer.

A ballpark response is tough as gunsmith charges are not uniform across the board or across the country. It is sort of like asking how much a plumber charges for clearing a drain.
Some smaller shops charge by the job and for installing sights usually charge per hole to be drilled and tapped, around $15-25 per hole, depending on a number of factors. Larger shops usually charge a flat hourly rate, something around $60-65 an hour. Some set a minimum charge of something like $35 just for taking the gun in, but that becomes part of the overall cost, not added to it.
So my answer is not really an answer. Your best bet is to get an estimate from the gunsmith(s) you are considering using.

Buy a CZ 452-ZKM Lux, or whatever they're calling it now. It's got the Euro-styled hogback stock and military trainer-style rifle sights calibrated to 200 yards.
The front sight is hooded and also adjustable. You set your rear elevator to a (nice, repeatable) 25yards and then adjust your front sight to get your POI == POA for your chosen load (recommend CCI Velocitors for long range). Then you're good to go.
Those CZs shoot and feel like magic wands. Or you could get another rifle and spend $350 on the adjustable sights and upgraded trigger just to get to where the CZ is out of the box for that same $350.

I don't know why US-made rifles ship with such lousy iron sights. Makes me sad.
