There is a flip lever on the side of the receiver that seems to engage
something near the magazine

What is this for?

That is the magazine cut off. flipping it back toward the rear blocks any shells from feeding. This allows you to use buckshot for example, instead of what may be in the magazine, if you see a deer while hunting squirrel.
