If you buy smokeless powder from an individual on a gun website, do you still have to pay the standard $20+ Hazmat fee to have it shipped? Thank you.

Yes, thats why most people won't ship powder or primers when you see them for sale.

Yes, if it is shipped legally.

Of course, there are private individuals who will not properly declare the contents of their package and they might get away with it. But it is a federal crime to not comply with HazMat shipping regulations, part of which covers proper packaging and labeling of packages by the shipper.

So who actually benefits from the hazmat fee? Does it go to the people who package and ship, does it go to the transportation company, or does the Federal govt. get it? Is it split up and everybody gets a piece?
I've never understood where the money goes.
I see Graf's getting $22.50 for hazmat fee now.

Graf is not getting $22.50, you are paying the shipping(UPS,FEDEX) $22.50 to carry it for you.

I don't think a private party could send powder or primers with a hazmat fee. From what I understand you have to be set up with a hamat account to be able to ship something hazmat. That's why you will see most people selling powder and primers FTF.

Thanks MMCSRET, so the money goes for that hazardous material sticker, because of the extremely explosive nature of smokeless powder and/or primers.
Ya that figures. :( :barf:

I guess we're lucky that they don't add that to loaded ammo too.

The Hazmat fee was started by UPS about 20-25 years ago. It was first $5.00, then went up in increments. Fedex joined in shortly afterwards.

The shipping companies get the fee, and to my knowledge, there has never been an accident involving smokeless gunpowder with either shipper. The government, federal or local, has nothing to do with the hazmat fees, and neither does the seller, though a few sellers do add on a small amount for having to send their people to the Hazmat classes and the attendant paperwork involved.

As for loaded ammunition, it's the least hazardous of all the Other Regulated Material (ORM-D) labeled items the shippers will accept. A lot of liquids also fall into this catagory.

Hope this helps.

I remember that.

Just one more reason to never let them start a "fee" or"tax" if we can help it, because it will only go up, up ,up.........

I was an FFL dealer at the time and screamed bloody murder, but it didn't do any good. They were the only game in town and at that time you could get a rifle shipped to you from across the country for about $7.50 shipping. The cost of shipping a handgun was about $2.50, depending on the weight of the parcel. After they got the Hazmat Fee, then shipping charges started going up dramatically.

Don't get me wrong, I have nothing against UPS, since I don't want them to go the way of Railway Express, which was a very good company. It's still cheaper than driving all over hell and gone trying to pick this stuff up, but it does add to the cost of goods.

Hope this helps.

Well, as long as you screamed bloody murder and tried, it must be someone elses fault. :D

You know, the ones that never stand up and fuss and just say it doesn't do any good.

I too remember when UPS started the Hazmat fee's. No law or regulation prompted it. It was purely UPS. My guess is lawyers started the whole mess out of litigation fears. Not sure if it was ever justified. Anyway it was a good excuse to poke businesses for more money.
