What exactly do we gain, or lose when and if parts of the 94 Crime Bill expire ? I think large cap magazines will be back, I THINK, BUT WHAT ELSE does it mean ???

Standard capacity magazines produced after 1994 can be sold to non-LEO/military/export.
Non-LEO/military/export can possess certain rifles, shotguns and handguns that fit the arbitrary designations of the 1994 bill.

This is a Good Thing(tm).

Dunno. I guess factories will start re-tooling and churning out homeland defense rifles and full-cap mags - (unless they believe another substitute ban is imminent). That's about it, I guess.

Are you SURE you could buy/transfer 1994-2004 era guns to non-LEO? Or ONLY newly manufactured post-2004 guns? Let's see - the bans prohibits the IMPORT or MANUFACTURE of the prohibited items for civi use, and therefore prohibits SALE of prohibited items to non-military/police. But if military/police want to sell their 1994-2004 gun or mag to citizens, I don't see right off what would prevent it. Though there's no reason that LEOAs/militarys would suddenly want to dump a bunch of stuff, unless they thought they could make a big profit by doing so before the manufacturers could tool up and churn out goods. I for one will just simply buy post-2004 stuff, even if you can buy 1994-2004 stuff, simply because I don't want to own anything marked "For LEO Use Only".

Not a whole lot of re-tooling required, really. They'd just offer more of the handguns, rifles, shotguns and magazines that they produce for LEO/Mil and Export. I bet they'll still manufacture and sell the "post ban style" weapons too.

The words "LEO/MIL/EXPORT ONLY" don't hold any weight in and of themselves. It just identifies a magazine or weapon as falling under a law. When that law sunsets, you should be able to own 'em if you'd like.

If the ban goes away, there would be no federal law governing post-1994 AW/normal-cap mags. The only reason their transfer would be restricted would be more restrictive state laws still in place. Otherwise, the "LEO only" label on those mags would be just that - text with no legal meaning. If LEOs don't want to sell their mags to civilians, that's fine - it's their choice. But there will be no reason for LEOs or others not to sell such magazines when the citizen can just walk down the street to a gun shop and buy a post-2004 normal-cap mag without the writing.

The first thing I'm going to buy is a nice hicap .45 with seventy bajillion magazines.

I might even buy a Glock... in .45acp of course I'll have a steel frame fabricated for it and I'll have it converted to single action with a thumb safety.

Then a Saiga 12 gauge with a 20 round drum mag and a folding stock.
