[Dead Zombies]

I caught a piece of a news story that said something about pending legislation that would take the authority to issue C&C permits from the MD State Police. Getting a carry permit would be a right (with exceptions for convicts, dom. violence, etc.) IS This true? Is the legislation actually pending, but doesn't have a prayer of passing? What is the story?
