Question on Mossberg 500 headspacing

The above contract is for a military purchase of some Mossberg 500's, with some requested modifications. Anybody know how "military headspace" differs from normal headspace?

I could be wrong but I believe that military headspacing is a little looser to allow the chamber of just about any round. Nothing dangerous, but no match grade either.
