Okay,

I have done a lot of research but I'm still slightly confused. I live in CT but go to school in PA I have a pistol permit for both states (PA is an out-of-state license). My friend down at school wants to sell me his pistol. Now from what I understand, I have to have my friend ship the pistol to an FFL dealer in CT to be able to buy this gun legally? And I can't just meet him at his house and take the gun from there filling out the proper paperwork? Can anyone tell me if this is correct or is it just that easy to go get it from him?

Thank you so much.

Yes, from what you described, you have to go through a CT FFL.

The easiest thing to do is to become a PA resident for the time being. Get a PA driver's license and declare your school address your permanent address. A PA state ID card (if they offer one) will suffice, too, as you need to establish residency to get one (show mail, utility bills, etc.). If this is an on-campus residence, storing a handgun there may be a problem, you know.

You can have residency in two sates. It's not unusual. You should check out how that applies in CT and PA, and how it impacts your CT pistol permit.
