Yes, for hunting/legal purposes a wood dowel can be installed. It would sit inside of the spring.

While I cant speak on the dowel size issue (I, however, am thinking it would need to be roughly 7 to 8" to limit capacity to 4 rounds, assuming the use of 2 3/4" loads), I believe it is installed by inserting the shaft of the limiter plug/dowel into the mag spring, with the large end (if applicable) pointing towards the muzzle (ie., the "head" of the limiter would be resting against the mag tube spring retainer upon re-assembly). This is how my Benelli plug works; Im assuming the same goes for the Mossberg as well.

If, unlike the Benelli plug, the dowel is of the same diameter end to end, then ignore the "which end is which" comments and simply insert it into the center of the spring.

Well I know my buddy had a mossberg 500 with a 5 round tube and it limited it to 3 rounds....I wonder if that same rod would work in mine

For a Mossberg 500, all you need is a wooden dowel rod 3/16th inch in diameter. Cut it to just a little less than the length of the number of shells you want to reduce, i.e. if you want to limit a 7 shot to a 3 shot, then cut the dowel just under the length of 4 rounds .

Remove the barrel, and drop the dowel rod down the hole on the end of the magazine tube that the barrel take down screw came from when you unscrewed it.

Put the barrel back on and your done.

To remove it later, jsut remove the barrel and shake the gun upside down until the dowel rod falls back out.

NO, not if you want 2 + 1 capacity for hunting.

If all you want is less capacity the plug for the 5-round magazine would give you 4 + 1 instead of 2 + 1.

Here is the real deal:

Just go to the hardware store and buy a wood dowel rod & a couple of rubber O-Rings that fit it tightly.
You can cut it off to whatever length you want.

Technically it would work, but given that the tube on his weapon holds 2 less rounds than yours, you would not end up with the same capacity as his weapon. As mentioned before, assuming 2 3/4" rounds, just multiply 2.75 by the desired number of round reduction. This should give you an approximate idea of the necessary length you would need. Keep in mind as you make your measurements, as I have experienced, the actual length of ammunition used (again, 2 3/4" as an example) may vary just a bit depending on brand.
