There are two types of ammunition like this. One was developed in the 1960's for serious riot control in the nation's capital, where there was concern about damaging the national monuments in the event shooting became necessary. The projectile was made from a heavy type of nylon material. I saw some of this while at the FBI Academy at Quantico, VA, during that time. That ammunition had a white case, with brass base.
The second type is being imported from Europe, and is a training round. It also has a nylon bullet, but I don't believe the powder charge is quite the same as the 1960's type. The Sportsman's Guide is selling the imported ammunition on their website and in their catalogs. The imported rounds that I've seen have the blue nylon type case, such as pictured. Since it appears to be the European import, it's probably Berdan primed.
Hope this helps.

The only NATEC ammunition I've seen has been 5.56. The ones I have are white polymer cased, with the brass base.
The Blue case 7.62x51 ammunition appears to be what The Sportsman's Guide is selling.
Hope this helps.

German training ammo- seen it in 9mm pistol and .223 also.
100% NOT RELOADABLE. Not even worth picking up. Trash it.

A friend of mine gave me 400-500 rounds of PCA/SPECTRUM (Natec) Polymer Cased Ammunition . It seemed none of his AR's liked the stuff very well. It works fine in my contender. The base on the rounds I have are brass and could probably be reloaded, just not by me.

Did you confirm they aren't berdan primed? That would explain the reticence of the primer at being removed.

Here's the link to what the SG is selling:
http://www.sportsmansguide.com/net/cb/cb.aspx?a=502766
It states that it's not reloadable and won't cycle a semi-auto.
