Good Day I have a Spencer Carbine serial #39283 matching numbers. Can someone please tell me when this weapon was made and what it would worth in today's market.
Thank you

Prices are variable on antiques such as your Spencer but I'd say its worth at least $1500.00.
There is one for sale at http://www.fcsutler.com/fcweaponscartridge.asp
I don't know anything about serial numbers or dates of manufacture. You might find some info at Flayderman

It looks like and falls in the serial number range of the basic standard Civil War carbine; made 1863-1865.
Internet Asking Prices run from $1650 to $5500.

IMHO, that one would probably bring around $1500-$2000, provided that there are no damaged or missing parts that are not shown in the pictures.
