Is it true that not all 7.62x39mm barrels are a the same bore diameter? I've heard that this is one of the reasons many AKs don't group so well; your bullets aren't always the same diameter as the bore.
So what are typical AK bore diameters (as well as in other rifles like the Mini-30) compared to the actual bullet diameters of various makes of ammo? (Wolf, Silver Bear, Barnaul, Cheetah, American made, etc.)?
Anybody know?

Yes, its true.
They are made in 3rd World countries so you get 3rd World QC.
They are suppose to be .311.
The Mini 30 has a .308 bore.
My 7.62x39 reloading dies came with a .311 and .308 sizer.

Every 7.62x39mm rifle produced everywhere except the USA has a .311" bore. Ruger is the only one to produce rifles in this chambering and the bores are .308".
As you can see from the pic below the inconsistancy of the bullet diameter and powder charge are a major factor in why the current import Russian ammo is not very accurate. Also the bullet design as the measurement is of the largest diameter of the bullet which is .001" smaller than is should be. But the bullet is only .310" diameter on the rear .003" of it the rest of the bullet is .309" in diameter till it starts to taper to a point. So not very much of the bullet is fully engauging the rifling.
