Did anybody see a difference in precision with the CCI #41 and #400 in their .223 loads?

A #400 is a standard small rifle primer. The #41 is a magnum small rifle primer. Calling a #41 a military primer is a marketing thing.
You might see a difference using BR4 primers, but not with a 41.

The 41s have thicker harder cups as well as being a magnum type to combat military arms with free floating firing pins.

I developed all my loads with WSR primers, and when Winchester made the brass finish primers, the ones that pierce easy, I stopped buying them.

I was able to drop in CCI 41's for all of my WSR loads, without any problems at all.

So I wonder just how magnum CCI 41's are, and just how magnum WSR primers were.

I shoot my CCI#41's all the way back to 600 yards, and I shoot HM scores with the things.

Your question on "precision" is difficult to answer. Primer vary by lot. They also vary within a lot. It used to be that match primers were selected by the manufacturer based on lot tests.

Without lot acceptance data, you really don't know how a lot varies, from primer with lowest energy, to primer with highest energy.

I can say, CCI#41's shoot fine.

I do know guys who use CCI Bench rest, and claim they are a very consistant primer.

I really don't know anyone who buys magnum level primers and shoots them in match rifles.

If you want to know which primer shoots best in your rifle, you are going to have to buy them and try.
