No Idea what it is. He says a .22s and a .22l don't fit it, .22bb/cb maybe?

It is a Flobert pistol.
Most likely a 4mm Flobert.

FWIW, I don't think it is very old, just an older style. They made those in Europe for years, and maybe still do.

As said above, it's a Flobert pistol, but you can see these in 4mm (the German M20 Ubungsmunition, used in the Luger sub-calibre kits) or 6mm Flobert, which is close to a 22 CB cap, but marginally larger.

I have no intent on purchasing it, plenty of .22 revolvers out there for much less money.
