Fish and Game Council prohibits culling with rifles and captive-bolt guns.

It's hard to decipher the article without already knowing the background.
Sounds like the township government was culling, but not by using "ordinary" deer hunters.
Two groups were objecting: Hunters, and those opposed to the "retractable bolt" method as inhumane.
The big losers have always been the hunters, of course; plus, those who drive cars and then, the deer themselves. The poor old deer lose on account of cars and habitat-squeeze.
Certainly, hunters with shotguns in parkland areas create no hazard, but Modern Urban-Americans are generally overwhelmed by their own ignorance.
I first read of deer/car problems in New Jersey some fifteen years ago--if not more. A resstoration of the right to hunt alleviated the damages to all those Yuppies' BMWs and Volvos.

I would love to take the Anti's and sit them all down to stare at dead Deer hung in barbed wire fences becuase they were too week to jump it cleanly. Too many Deer can be a huge problem on the heard itself. From overeating the food supply to disease. They do not get the fact that they put the Deer in jeopardy to promote a cause. I have found that with most liberal organizations they do more to promote the themselves than to promote or help what they are actually defending.

OK, some background: The area around Princeton is infested with deer. Princeton Township had hired a company called White Buffalo to cull deer. They used both sharpshooters and captive-bolt guns to do this.
Due to the usual reasons, many areas within Princeton that deer love are off-limits to hunters.
The chief method of controlling deer population has, therefore, become the Volvo.

What are captive-bolt guns and tractable bolt guns?

thumbtack, I mis-spoke. Not "retractable"; "captive".
I dunno what the deal is. Crossbox bolt, with some strong line attached? Like a whaling harpoon? Dunno. Sounds like a bunch of rodeo, if that's so...Your guess is as good as mine.

The bolt guns are the same type as used by the slaughter houses. The authorities were dropping nets on the deer and then executing them with the bolt guns. This was in addition to the "hired guns" that were shooting them.
Another problem on reauthorizing Princeton's plan was that they included this year a unproven birth control idea. That brought a number of the Council members objections.
If they had just applied for the plan using the sharpshooters and added the hunters for the parks, they would have probably already been shooting deer in Princeton.
