and the bad guy flees. Assume the situation you were in justified your presentation of your handgun. What do yo do then? Do you call police? Do you leave? What is some else saw the situation, calls the police and reports you, your license plate #, etc? Basically, do you report it, risk not reporting it and having someone else doing so or what?

What I've heard is that the police generally believe the first person to report a crime to be the innocent party, especially in cases where the bad guy makes a "man with a gun" call in order to cause trouble for the defender.

All in all though, common sense should prevail, particularly in jurisdictions with wierd notions of brandishing and the like.

As a sound tactic, I would leave the area, in case the bg was going to get buddies or a weapon of his own, and call it in later if that was what I decided was right.

In general, honest folks shouldn't have to fear official reprisals from police, but ya never can tell, especially in corrupt cities with BS policies.

I could suggest you hone up on speed draw, target acquisition and firing before the BG has a chance to turn away and become illegal game, but that would not be ethical or up to my own high standards.

I guess if there was no absolute way to identify me (license plate, someone knows you, etc.) I'd beat feet and not look back. If I was near my car and the possibility existed for a witness (BG or otherwise) could ID me, then I'd make a call as soon as I got clear of the situation.

Around here, where state officials and law enforcement don't collude with criminals to deprive the law-abiding of the ability to protect themselves: clear the area, then call it in and make a report. That BG is still out there, and with your report of an assault, robbery/rape attempt, whatever, there's a chance that LE will catch him before he gets his next intended victim. If you don't let LE know about him, they can't. A small chance of stopping him is better than none at all.
