I've been approached by a friend who's quite a sharp financial wizzard at GE. He's done some research though their vendor base and thinks that he can get the stamping equimpment to make brass cases for ~$40K.
Does this sound resonable? or is he way out there?

I am sure you can get the stamping equipment relatively cheap now a days, heck one of the next door neighbors to work here was a stamping facility that just went under. My guess would be the dies would be the expensive part, I don't know what the logistics of just copying a shell you have or having to design your own.
The other problem with this plan is, if the economy picks back up, gun and ammo sales get back to "normal", your are going to have stiff competition again. If it happens before your up and running which would take several months to say the least, then your stuck with product and machinery, and stiff competition. If the economy tanks no one will have money for the shells.
If I were you I would be looking more toward primers. I know next DEM election I am going to invest in anything gun related stock wise right before the election.

Sounds kind of hokey to me.
In the first place, cartridge cases are made by deep drawing, not stamping; and there are other machine operations, too.

Yes, cases are drawn, not stamped.
