Question about 38 special load

There is a local company that reloads and sells ammo much like Georgia Arms does and they load their .38 special 148gr wadcutters over 3.1gr of Bullseye powder. Not being a reloader myself, would that be considered a light loading for .38 special? Thanks.

That's the recommended load at the Alliant site for that bullet.
Neither light or heavy, more middle of the road.
