Is that the only factory mag capacity they make?

The only one available in the US. They also make an 8 rounder that you have to order from Europe (due to import laws). Surefire and AGP make good magazines for the S12. The factory 5 rounder is the best though.

Surefire 12rd. AGP 10rd.
Neither are cheap, but you only really need 3-5 S-12 mags vs. the 10-20 Rifle Mags :)

They do make a factory 2 rounder for waterfowling here in the US. They are avalible through www.siagastock.com .
Factory configurations are 2, 5 and 8 round.
Five rounders are "standard", 2 rounders are easily ordered, and you can get a factory 8 rounder if you don't mind a 2-3 month wait and a $100 price tag.

But if they're factory, no worries about 922r compliance, right?

UH....
to be Compliant with 10 or 12 rd US mags, you only have to replace the gas piston PUCK with a US made version. The best is apparently King's Armory... Running a special for like $42 shipped or something.
I have 2 of them.
Saiga-12 = 14 counted foreign parts INCLUDING foreign mag.
Replace piston and use US mag = 10 parts left.
= Compliant.
