LAPD disciplinary board recommends officer be fired for tracking celebrities

LOS ANGELES - A disciplinary panel has recommended that an officer be fired for using police data bases to review the personal records of Halle Berry, Kobe Bryant, Sean Penn, Sharon Stone and other celebrities.
Investigators say Officer Kelly Chrisman used police databases hundreds of times between 1994 and 2000 to look up celebrity records. The Los Angeles Police Department's Board of Rights found him guilty Friday of 15 of 22 counts of misusing department computers.
"The decision is now forwarded to Chief William Bratton," said Officer Don Cox, a police spokesman. "He will either endorse the recommended penalties of the board or he has the authority to reduce them."
Chrisman, 35, testified that he looked up the information as part of a project to map the homes of movie stars, corporate executives, politicians and others on the city's West Side. He said the mapping was needed to help police handle problems such as celebrity stalkers.
Police officials responded that there was no such mapping project.
Police databases contain such information as addresses, birth dates, Social Security numbers, criminal histories, vehicle ownership records and, in some cases, unlisted phone numbers.
Authorities said Chrisman's computer activities came to their attention after his former girlfriend filed a domestic violence complaint that triggered an investigation.
They sought to have him prosecuted in 2001, but the Los Angeles County district attorney's office declined to file charges, saying a one-year statute of limitations had already expired.
