LAPD disciplinary board recommends officer be fired for tracking celebrities

LOS ANGELES - A disciplinary panel has recommended that an officer be fired for using police data bases to review the personal records of Halle Berry, Kobe Bryant, Sean Penn, Sharon Stone and other celebrities.

Investigators say Officer Kelly Chrisman used police databases hundreds of times between 1994 and 2000 to look up celebrity records. The Los Angeles Police Department's Board of Rights found him guilty Friday of 15 of 22 counts of misusing department computers.

"The decision is now forwarded to Chief William Bratton," said Officer Don Cox, a police spokesman. "He will either endorse the recommended penalties of the board or he has the authority to reduce them."

Chrisman, 35, testified that he looked up the information as part of a project to map the homes of movie stars, corporate executives, politicians and others on the city's West Side. He said the mapping was needed to help police handle problems such as celebrity stalkers.

Police officials responded that there was no such mapping project.

Police databases contain such information as addresses, birth dates, Social Security numbers, criminal histories, vehicle ownership records and, in some cases, unlisted phone numbers.

Authorities said Chrisman's computer activities came to their attention after his former girlfriend filed a domestic violence complaint that triggered an investigation.

They sought to have him prosecuted in 2001, but the Los Angeles County district attorney's office declined to file charges, saying a one-year statute of limitations had already expired.

Forgot the title, but there was a book that discussed the intelligence collection activities of LAPD. It also spoke of pogues and how pogues begat lesser pogues.

Bratton might be sympathetic since he got fired from the NYPD. He was getting more face time with celebs in Elaine`s than King Rudee and Rudee don`t play dat!:neener:

Improperly using Department of Motor Vehicle records can and will get an officer into a world of hurt. A good friend of mine who was a California Highway Patrolman told me that certain celebrity DMV files are red flagged and will cause an immediate inquiry as to why the officer requested that information. He said that Jane Fonda and Tom Hayden files were red flagged and several CHP officers got their pee-pees whacked until the word got out to leave them alone.

Yep. There are lots of information in LAPD databases. Its not just LAPD databases, its the whole NCIC computer databases that LAPD have access too. Federal, state and city databases. And for you people who think that guns are NOT registered in Kalifornia, you can do a gun query on serial numbers, names, address, etc to find the guns that a person owns. And this is available for cops on the road through the terminals they have in the car. (Bike officers would need to call back to the station to have someone run it for them.)
